Department of Commerce

This department houses statewide Growth Management Services personnel, under the leadership of Mark McCaskill, Managing Director. It is knowledgeable as to all aspects of the state’s rules and regulations about growth management, and not bound by the same quasi-judicial constraints as the boards. An excellent resource:

Municipal Research and Services Center

MRSC, a non-profit, independent organization was created in 1969 to continue programs established in 1934 under the Bureau of Governmental Research at the University of Washington. MSRC’s mission is "working together for excellence in local government through professional consultation, research and information services." In 1997, Washington counties joined cities in funding MRSC, and in 2007, special districts were added. This site contains varied information; you are especially directed to the Legal Resources link, with its drop-down menu permitting choices of RCW/WAC links, as well as court cases, where you will find appeals taken from GMHB decisions.
